Summary

General License X authorizes all transactions otherwise prohibited by the listed Iranian, Russian, Ukraine-related, WMD proliferator, and terrorism sanctions regulations that are ordinarily incident and necessary to the production, sale, delivery, or offloading of crude oil, petrochemical products, or petroleum products of Iranian origin, including transactions involving blocked vessels. The license also permits importation of such products into the United States where ordinarily incident and necessary to those activities, and allows payments owed to Iran or blocked persons to be made in U.S. dollar-denominated funds. The authorization runs through 12:01 a.m. eastern daylight time, August 21, 2026.

• Sale of crude oil, petrochemical products, or petroleum products of Iranian origin
• Delivery of crude oil, petrochemical products, or petroleum products of Iranian origin
• Offloading of crude oil, petrochemical products, or petroleum products of Iranian origin
• Transactions involving blocked vessels carrying Iranian-origin crude oil, petrochemical products, or petroleum products
• Safe docking and anchoring of vessels carrying such products
• Preservation of health or safety of vessel crew
• Emergency repairs relating to such vessels or products
• Environmental mitigation or protection activities relating to such vessels or products held in storage
• Vessel management services
• Crewing services
• Bunkering services
• Piloting services
• Registration and flagging services
• Insurance services
• Classification services
• Salvage services
• Importation into the United States of Iranian-origin crude oil, petrochemical products, and petroleum products where ordinarily incident and necessary to authorized sale, delivery, or offloading
• Payment in U.S. dollar-denominated funds owed to Iran, the Government of Iran, or any blocked person for authorized purchases

Conditions

The license does not authorize any transaction involving a person located in or organized under the laws of North Korea, Cuba, the Covered Regions of Ukraine (as defined by E.O. 14065), or the Crimea Region of Ukraine (as defined by E.O. 13685), or any entity owned, controlled by, or in a joint venture with such persons. It also does not authorize transactions prohibited by any other Executive order or any part of 31 CFR chapter V not referenced in the license.
