Summary

General License X authorizes all transactions ordinarily incident and necessary to the production, sale, delivery, or offloading of crude oil, petrochemical products, or petroleum products of Iranian origin, including transactions involving blocked vessels, through 12:01 a.m. eastern daylight time, August 21, 2026. Authorized transactions include vessel services such as docking, anchoring, crewing, bunkering, insurance, and salvage, as well as importation of Iranian-origin petroleum products into the United States where incident to authorized activities. Payments owed to Iran, the Government of Iran, or any blocked person for authorized purchases may be made in U.S. dollar-denominated funds. Transactions involving persons or entities connected to North Korea, Cuba, the Covered Regions of Ukraine, or the Crimea Region of Ukraine are explicitly excluded.

Authorized activities

• Production of crude oil, petrochemical products, or petroleum products of Iranian origin
• Sale of crude oil, petrochemical products, or petroleum products of Iranian origin
• Delivery or offloading of crude oil, petrochemical products, or petroleum products of Iranian origin
• Transactions involving vessels blocked under the above-listed authorities
• Safe docking and anchoring of vessels carrying such crude oil, petrochemical products, or petroleum products
• Preservation of the health or safety of the crew of any such vessel
• Emergency repairs or environmental mitigation or protection activities relating to any such vessel or to such crude oil, petrochemical products, or petroleum products held in storage
• Vessel management, crewing, bunkering, piloting, registration, flagging, insurance, classification, and salvage services
• Importation into the United States of crude oil, petrochemical products, and petroleum products of Iranian origin where ordinarily incident and necessary to authorized activities
• Payment of funds owed to Iran, the Government of Iran, or any blocked person for authorized purchases in U.S. dollar-denominated funds

Conditions

Transactions involving a person located in or organized under the laws of the Democratic People's Republic of Korea, the Republic of Cuba, the Covered Regions of Ukraine (as defined by E.O. 14065), or the Crimea Region of Ukraine (as defined by E.O. 13685), or any entity owned or controlled by or in a joint venture with such persons, are not authorized. Transactions prohibited by any other Executive order or any part of 31 CFR chapter V not referenced in this general license are also excluded.
