An exemption is not a licence. Conduct this section exempts falls outside the Russian Harmful Foreign Activities Sanctions Regulations' prohibitions altogether, so no OFAC authorization is needed for it. Read the limits with the grant: these sections routinely carve the exemption back, or point at a general licence for the part they do not cover.

Section text

(a) Personal communications. The prohibitions contained in this part do not apply to any postal, telegraphic, telephonic, or other personal communication that does not involve the transfer of anything of value.

(b) Official business. The prohibitions contained in § 587.201(a) do not apply to transactions for the conduct of the official business of the United States Government or the United Nations (including its Specialized Agencies, Programmes, Funds, and Related Organizations) by employees, grantees, or contractors thereof.
